Cargo customs clearance (commonly referred to as "customs cleaning" or "export clearance") is an integral part of transporting any goods when they are exported from Russia, regardless of the mode of transport or the nature of the cargo.
According to legislation, clearance can be carried out either by the sender themselves or by a professional organization — a Customs Representative (customs broker) possessing specialized knowledge and authority from the Federal Customs Service of the Russian Federation.

Documents for Export Clearance
The list of documents for customs clearance of export goods may vary slightly, but the main package is generally standard. For preliminary analysis and cost calculation, we will need:
- Invoice (or its draft).
- Packing list (or its draft).
- Detailed technical description of the goods: instructions, diagrams, drawings, links to manufacturers' websites. The more complete and high-quality the information about the product, the faster we will prepare it for clearance.
- Foreign trade contract or other document serving as the basis for the shipment.

Customs Payments
When exporting, only two types of payments are typically made:
- Customs clearance fees: levied only for goods subject to export duties.
- Export customs duty: usually calculated as a % of the customs value.
Important: Currently, the vast majority of goods are not subject to duties when exported from Russia. Thus, in most cases, no payments to the budget are required. However, we always verify this fact for each specific product to avoid unexpected questions from customs authorities.
Non-Tariff Measures and Risks
The situation is more complex with non-tariff regulation measures. There is a large number of goods whose export from the Russian Federation is currently restricted or prohibited.
Our task is to identify this aspect as early as possible and determine which permits (licenses, certificates) need to be obtained so that the goods can still be exported.
It is important to understand: unfortunately, in some cases, according to current legislation, it is impossible to legally export goods from the Russian Federation. Terms of Export Declaration Release
In the vast majority of cases (more than 90%), the goods declaration (DT) is released by customs authorities on the same or the next day after its submission. We use all legal means to minimize customs clearance times.
